"15They show the work of the law written in their hearts, their conscience also
bearing witness, and their thoughts the meanwhile accusing or else excusing
them."
I used to take this to mean that the Gentiles would be excused on judgment day because they were ignorant. So generally this meant that babies conscious will excuse them because they are free of guilt of actual rebellion to God.
I don't think that's wrong, but now I'm more convinced that what Paul has in mind is that they will escape the further punishment that's coming upon the Jews. The Gentiles are going to get it for being disobedient to the moral law, but the Jews are going to get it for being disobedient to the Mosaic one as well. When judgment comes they will plead innocence at the Mosaic law and will be excused.
